The challenge
Cornwall Council’s vision for One Public Transport System for Cornwall set a clear direction for transforming bus services across a large rural county with diverse travel patterns and community needs.
£25m from DfT for the first large‑scale Bus Fares Pilot, along with the responsibilities and funding created by the National Bus Strategy, Bus Back Better, enabled significant progress towards this vision. Delivering it required coordinated work across fares, ticketing, service improvements and partnership development while balancing commercial considerations, stakeholder aspirations and public expectations.
The challenge was not a single project but a long‑term programme of change that needed consistent evidence‑based support and collaborative delivery.
The solution
ITP worked in close partnership with Cornwall Council, providing long‑term technical, analytical and facilitation support across several key strands of Cornwall’s improvement programme.
We supported the development and delivery of the county‑wide Bus Fares Pilot, leading the financial modelling, supporting the development and reform of the fares offer in Cornwall, and leading ongoing monitoring, auditing and reimbursement.
We led Cornwall’s Bus Service Improvement Plan, coordinating data, evidence and engagement through the Bus Partnership to set realistic yet ambitious priorities.
ITP also supported the development of the Enhanced Partnership Plan and Schemes, acting as an independent chair and ensuring statutory alignment, operator engagement and deliverability.
Across all workstreams, our focus was on helping translate Cornwall’s strategic vision into practical, evidence‑led interventions, delivered collaboratively with operators and stakeholders.

The support, intelligence and insight provided by ITP has been fundamental to the success of the Bus Fares Pilot and the wider initiatives that have strengthened Cornwall’s bus service improvement plan delivery. Their ability to analyse vast amounts of granular data, and to present it in a way that enables robust and critical analysis, has been invaluable to allow data led decisions to be made but for those to be explained in a clear manner.
The result
Cornwall has delivered some of the most significant rural bus improvements in the country. The Bus Fares Pilot introduced simpler, more affordable and more consistent fares, interoperability across operators and Tap‑On Tap‑Off capping. The BSIP secured over £14m in funding and has been recognised nationally for its ambition and clarity. The Enhanced Partnership continues to provide a strong governance structure for ongoing delivery and joint decision making.
Passenger numbers have grown strongly and are now above pre Covid levels, reflecting the impact of these improvements.
Through sustained collaboration with ITP, Cornwall Council has created a more integrated, accessible and passenger focused bus network that continues to support residents, visitors and the local economy.
