Developing a local cycling and walking infrastructure plan

ITP was commissioned by Leicestershire County Council who wanted to deliver a network of innovative and ambitious pedestrian and cycling schemes within the county.

The challenge

In response to the government’s strategy to increase the number of trips made by walking or cycling, Leicestershire County Council sought ITPs help to identify weak points in existing walking and cycling infrastructure which prevent the successful completion of journeys on foot or by cycle in parallel with a prioritisation exercise to determine which areas of the network should be prioritised for investment. The challenge was to identify these areas and propose creative and ambitious solutions to make walking and cycling more attractive through a series of concept designs. 

The solution

ITP worked with the client to develop an audit proforma using best practice and audited the local networks. Results were inputted to GIS and analysed alongside schools, employment and transport hubs and local growth allocations where the client aspires to grow cycling and walking levels. Weak points in the network which impede walking or cycling to these locations were identified and a series of ambitious and creative concept designs were developed, taking into consideration:

  • integration with existing infrastructure for seamless connections to destinations 
  • safety considerations for cyclists and pedestrians 
  • minimising ongoing maintenance and upkeep costs.

The designs were made using 2D AutoCAD Software and adhere to Cycle Infrastructure Design (LTN 1/20) and Inclusive Mobility Guidance (2022). ITP also developed design logs which considered safety risks as part of CDM regulations (2015) and cost estimates to assess the economic viability of the schemes.

The result

  • A series of maps detailing the quality of existing infrastructure across the network according to the audit undertaken.
  • Evidence-led development of a series of concept designs, design logs and cost estimates for 50+ routes which enhance cycling and walking provision and access to public transport in strategic locations which deliver the greatest level of improvement for key journeys.
