ITP appointed to London Luton Airport’s Surface Access Framework

ITP by Haskoning has been appointed as a supplier on London Luton Airport’s (LLA) Surface Access & Transport Planning Framework, running until 2029.
This appointment reinforces our growing presence across the UK airport sector and reflects the increasing importance of high‑quality mobility planning in shaping airport growth, user experience and sustainability outcomes.
Transport is central to the airport journey, influencing how smoothly passengers arrive, how reliably staff can reach shift‑based roles, and how intuitive the overall travel experience feels. ITP’s expertise will support to:
- Use data‑driven analysis to help identify where enhancements to transport provision could best support passenger and staff travel needs.
- Explore how transport services could evolve with the airport, applying real‑world insights to guide continuous improvement.
- Translate potential enhancements into practical, future‑ready initiatives that could be efficiently delivered.
- Strengthen partnership working, collaborating with stakeholders to scope improvements that maximise benefits for different user groups.
- Draw on expertise in communications, marketing and behaviour change to raise the profile of public transport and active travel through advice on targeted engagement and tailored, evidence‑led messaging.
These activities aim to support the airport’s long‑term ambitions for responsible airport growth.
ITP is already delivering several studies for LLA to strengthen the airport’s understanding of how people travel and how the transport network could evolve. The new framework enables ITP to scale this impact, offering more implementation support as LLA refines and future‑proofs its approach to surface access.

Last year, we launched our dedicated Public Transport Investment Fund to support these targets, committing £1.5 million investment in its first year, to develop and promote more sustainable modes of transport to the airport including rail, bus and coach operations. This agreement with ITP underlines our commitment to further improve access for all and provide even greater choice and flexibility as part of the end-to-end, simple and friendly passenger experience we work hard to deliver each day. This is another example of the many ways in which we are looking to support both the immediate needs of our passengers and our long-term goal to continually improve transport links to and from the airport."
